# Function: createProjectWithBackend()

Creates a project, routing to the SCAPI or legacy backend per the given
preference (with safe `auto` fallback). Each backend branch validates its own
required inputs: SCAPI needs at least one site (a MrtScapiPreconditionError
so `auto` can fall back to legacy), legacy needs an organization.
