# Function: createEnvironmentWithBackend()

Creates an environment, routing to the SCAPI or legacy backend per the given
preference (with safe `auto` fallback). SCAPI accepts only the display name;
the legacy-only configuration fields are forwarded to the legacy backend and
ignored by SCAPI.
