# Function: applyOpenShellSetup()

Applies the setup, converging on the desired state so it can be re-run:

1. Checks that the OpenShell gateway is reachable.
2. Builds the sandbox image if it does not exist.
3. Imports each provider profile, or updates it if it exists.
4. Creates each provider, or updates its secret if it exists.
5. Creates the sandbox, or applies the policy and Safety Mode configuration
   to the existing sandbox.
